Macau is one of the game’s eight destinations.

Macau is the largest casino market on earth, yet it is a baccarat city with blackjack on the side. The Gaming Inspection and Coordination Bureau (DICJ) recorded MOP 226.78 billion of gross gaming revenue in 2024, about US$28.3 billion, and more than four-fifths of that came from baccarat. Blackjack exists in every integrated resort, but the tables are fewer, the minimums are high and the rules are set property by property. This guide covers the market, the law, the venues and the questions a blackjack player must ask before buying in, because we could not verify a current rule sheet for any Macau casino.
The scale of the market
| Measure | Figure | Source and date |
|---|---|---|
| Gross gaming revenue 2024 | MOP 226.78 billion (about US$28.3 billion), +23.9% on 2023 | DICJ via Macau Business, 1 January 2025 |
| Recovery versus 2019 | 77.5% of the 2019 level | Macau Business, 1 January 2025 |
| Pre-pandemic comparison | About US$36 billion in 2019 against US$6.6 billion for Las Vegas | Macau Business special report, 30 October 2024 |
| Overtook the Las Vegas Strip | By 2006 (Macau Business); 2007 (Wikipedia) | As cited |
| Share of GDP | Gambling generates over 40% of GDP; gaming taxes about 75% of government revenue | Wikipedia, Gambling in Macau |
The monopoly held by Stanley Ho’s STDM ended with liberalisation authorised in 2001 and the first new-era casino in 2004. After the original concessions expired on 31 December 2022, the government signed ten-year concessions with six incumbents, Galaxy Entertainment, Las Vegas Sands, MGM, Melco, SJM and Wynn, running from 1 January 2023 to 31 December 2032; Genting applied and was not selected. The Venetian Macao, open since 2007, is described by Macau Business as the world’s largest casino, with roughly 51,000 square metres of gaming floor and more than 800 tables.
Why baccarat shapes blackjack availability
DICJ’s quarterly breakdown for July to September 2024, reported by Macau Daily Times, puts mass-market baccarat at MOP 34.09 billion, 61% of revenue, VIP baccarat at MOP 13.08 billion, 23.5%, and slot machines at about 5.6%. Everything else, including blackjack, roulette, sic bo and poker variants, shares what remains. Wikipedia notes that baccarat is the only game in VIP rooms.
The consequences for a blackjack player are practical:
- Fewer tables. A floor built for baccarat gives blackjack a few pits rather than a whole wing.
- Higher minimums. Operators set limits for the baccarat crowd. We could not verify current blackjack minimums from any page we could load, so budget conservatively and check the sign before you sit; expect limits well above downtown Las Vegas.
- Side bets everywhere. Pair bets and similar wagers are prominent. Treat them as separate games with their own house edges; see side bets explained.
- Currency. Revenue is reported in patacas (MOP); ask which currency your table and its chips use before buying in.
Rules: what to ask, because we could not verify
No Macau operator we checked publishes a blackjack rule card online in the way Singapore’s regulator or Crown Sydney does, and the DICJ does not post game rules in English. That leaves the table sign and the dealer as your sources. Ask these five questions and match the answers to the rule-variation values:
| Question | Why it matters |
|---|---|
| Does the dealer take a hole card, and does it check for blackjack? | No-hole-card dealing costs about 0.10% if doubled and split bets are lost to a dealer natural; nothing if original bets only. |
| May I double on any two cards, and after a split? | Doubling restricted to 10 and 11 costs about 0.14%; no double after split about 0.11%. |
| Does the dealer stand on soft 17? | Hitting soft 17 costs about 0.22%. |
| Is surrender offered, and before or after the dealer’s second card? | Late surrender is worth about 0.08%; early surrender against a ten about 0.24%. |
| Does a natural pay 3:2? | 6:5 costs about 1.39% and outweighs everything else. |
Those percentages are the Wizard of Odds figures against an eight-deck, S17, double-any-two, double-after-split baseline. Six to eight decks dealt from a shoe or a continuous shuffler is what you should expect, but confirm it. If the dealer does not peek and the table takes all bets on a dealer blackjack, use the European no-hole-card strategy, which stops doubling 11 against an ace or ten and stops splitting against those cards.
Law and entry
Law 10/2012, “Regulating the Conditions of Entering, Working and Gaming at Casinos”, sets the minimum entry age at 21, a threshold Wikipedia confirms for Macau casinos generally. The same law lets the DICJ director bar a person from casinos for up to two years at the person’s own request or at the confirmed request of a close relative, and entering during an exclusion can be a crime of disobedience. The gov.mo service page notes the law is published only in Chinese and Portuguese.
Bring a passport; age checks apply at the door and tourists are not exempt. Public servants of the Macau government are among those restricted from gaming under the same law, a detail that matters only to residents.
Where blackjack is played
The Cotai Strip holds most of the modern floor space. Wikipedia lists the Venetian Macao (Las Vegas Sands, 2007), City of Dreams (Melco, 2009), Galaxy Macau (Galaxy, 2011), the Londoner Macao (Sands, 2012 as Sands Cotai Central), Studio City (Melco, 2015), Wynn Palace (Wynn, 2016), the Parisian Macao (Sands, 2016) and MGM Cotai (MGM, 2018). The Macau peninsula keeps the older houses operated by SJM and Wynn among others. All six concessionaires offer blackjack in their main-floor pits; which property has the best rules on a given day is not something any published source establishes, so scout two floors before committing a bankroll.
A session plan for a blackjack player in Macau
- Walk the main floor of one Cotai resort and note blackjack minimums, deck count and the payout line.
- Ask the five rule questions above and write the answers down.
- Pick the table whose rules you can play with a chart you know; a 3:2 game with a known soft-17 rule beats a lower minimum with unknown rules.
- Skip the side bets unless you have checked their pay tables.
- Keep baccarat as the spectator sport it is here; the house edge on the banker bet is lower than on a badly ruled blackjack table, but that is a different game.
Real-money play in Macau is for adults aged 21 and over, and the house keeps its edge whatever the rules.
