Blackjack in Paris: clubs de jeux and Enghien

Paris has had legal blackjack only since 2018, in clubs de jeux made permanent in 2026, plus the Enghien-les-Bains casino. Rules, venues, law and age limit.

Key facts
  • Paris clubs de jeux began as a three-year experiment voted by the National Assembly in December 2016 and opened from 2018; the 2026 Finance Act made them permanent after eight years of trial status (L'Info Durable, 23 February 2026).
  • Paris clubs may offer table games such as blackjack, poker and punto banco but not roulette or slot machines, which remain banned in the capital.
  • The clubs closed for about two months in early 2025 when the trial lapsed without a budget, then reopened under a decree published on 27 February 2025 extending them to 2027.
  • In France the dealer receives one face-up card and draws the rest after all players have acted; the bank draws to 16 and stands on 17, and a natural pays 3:2.
  • French law bars anyone under 18 from entering a casino, even accompanied by a parent, and casinos must check the age of everyone entering the gaming rooms (justice.fr, updated 18 June 2025).

Paris banned casinos for a century and still does: a 1920 finance law prohibits games of chance within 100 km of the capital, with the spa-town casino at Enghien-les-Bains the historic exception. Legal blackjack inside the city arrived only in 2018, in licensed “clubs de jeux” that may deal table games but not roulette or slots. After eight years of rolling experiments, a two-month shutdown in early 2025 and a decree extension to 2027, the 2026 Finance Act made the clubs permanent. Status checked 12 October 2026 against the sources listed; the law has changed several times, so re-check before you travel.

L’Info Durable reports that the clubs’ backers cite several hundred direct and indirect jobs and about €120 million in annual turnover, that Casinos de France has lobbied for roulette to be authorised to secure the clubs’ viability, and that Paris rents make profitability hard even though Groupe Barrière says its club model is profitable. Nothing in the sources suggests roulette or slots will be allowed in the city soon.

Which games the clubs may deal

The 2025 and 2026 reports agree: the Paris clubs offer table games such as poker, blackjack and bingo-style games, while roulette and slot machines are banned. Blackjack is therefore among the core products, and the sponsored venue listings on Sortiraparis describe it as the most popular game at several clubs. The clubs are “clubs” in name only; entry is open to adults with ID, and the 2016 debate noted they pay corporation tax, unlike the old cercles de jeux they replaced.

Where to play blackjack in Paris

Sortiraparis published a blackjack address list, updated 11 February 2026 and marked as sponsored content, which gives the following. Treat the table counts and stakes as operator claims to confirm on the day.

Club Barrière Paris, in the former Aviation Club de France premises, opened in 2019 with 25 tables across several rooms offering blackjack, Ultimate Texas Hold’em, punto banco and poker cash games; the listing says entry is for adults with valid ID and, for non-EU visitors, a visa or residence permit, and that hours are approximate. Seven clubs hold licences according to L’Info Durable; the list above names five of them with blackjack confirmed.

Enghien-les-Bains. Just north of Paris in Val-d’Oise, on the lake at Enghien, this Groupe Barrière casino, operated under a concession since 1988, is the only casino in Île-de-France and, per French Wikipedia, the only one in France charging paid entry. It has about 1,500 m² of slot machines plus a table-games room, and the article describes it as France’s top casino by revenue, a claim Wikipedia flags as needing a citation. It is the Paris-area option if you also want roulette or slots.

French blackjack rules

French Wikipedia’s description of the game as played in French casinos is the clearest public rule statement we could verify; the regulatory text is the ministerial order of 14 May 2007, which we could not load during this check.

RuleFrench practice
DecksSix 52-card decks, a “sixain”, from a shoe; a cut card is placed and the first five cards burned
Dealer’s cardsOne face-up card at the deal; further cards drawn after all players have acted (no hole card)
Dealer total“La banque tire à 16, reste à 17”; most casinos stand on soft 17, some hit it
Natural3:2; a dealer natural pushes against a player natural
DoublingAny first two cards since the 2007 order; before 2007 only on 9, 10 or 11
SplittingEqual extra bet; some casinos allow a third split; split hands cannot make blackjack; split aces usually get one card
InsuranceHalf the stake when the dealer shows an ace, pays 2:1
SurrenderNot universal; some casinos allow forfeiting half the bet

The missing piece, as at every no-hole-card table, is what happens to a doubled or split bet when the dealer later completes a blackjack. If the club takes all bets, follow the European no-hole-card chart and never double or split against a ten or an ace; if it takes original bets only, the standard six-deck S17 chart applies. Ask before your first double. Wizard of Odds values the all-bets rule at about 0.10%, a hit-soft-17 dealer at about 0.22% and 3:2 against 6:5 at about 1.39%, so a French table that pays 3:2 and stands on soft 17 is a sound game even with the no-hole-card procedure.

Age, ID and conduct

Justice.fr, updated 18 June 2025, is unambiguous: a minor, even emancipated, may not enter a casino, even without playing and even accompanied by a parent, and the casino must systematically check the age of everyone entering the gaming rooms. French nationals may show a national identity card or passport valid or expired for under five years, or a valid French driving licence; the page does not list documents for foreign visitors, so carry a passport. Club Barrière’s listing adds a visa or residence permit for non-EU nationals. Dress codes are not published on the pages we checked; smart casual is the safe assumption for the Champs-Élysées clubs. Real-money play is for adults, and the house edge does not go away because the venue is called a club.

Frequently asked

Are there casinos in Paris?
Not in the traditional sense. A 1920 finance law banned games of chance within 100 km of Paris. Since 2018 the city has licensed clubs de jeux for table games, and Enghien-les-Bains, just north of the city, is the only casino in the Île-de-France region.
Can I play roulette or slots in Paris?
No. The clubs de jeux are limited to table games; roulette and slot machines are prohibited in the Paris clubs. Enghien-les-Bains has slot machines and table games.
What is the minimum age to play blackjack in France?
18. Minors may not enter a casino even without gambling or with an adult, and the venue must check ID at the entrance to the gaming rooms.
How do French blackjack rules differ from Las Vegas?
No hole card: the dealer draws its second card after you have acted. Six decks, stand on 17, 3:2 on a natural and doubling on any two cards since the 2007 order are typical. Surrender is not universal.
