New York is one of the game’s eight destinations.
The artwork on this page comes from the game’s New York table: its dealer, crest and chip set. The guide below is about real casinos in New York, which play for real money under local law.

For most of the past decade the honest answer to “where can I play blackjack in New York City?” was “nowhere in the city, properly”. The two in-city venues dealt only video lottery terminals and automated tables, and the real games were upstate or in Atlantic City. That changed on 28 April 2026, when Resorts World New York City in Queens opened live-dealer blackjack under one of the three downstate casino licences approved in December 2025. This guide dates every claim, because the picture is still moving.
The city today
The Associated Press, carried by WTOP on 28 April 2026, reported that Resorts World cut the ribbon on an expanded gaming area with more than 200 live-dealer games including blackjack, craps, baccarat and roulette, alongside more than 2,500 slot machines, with more tables promised later in the year. Wikipedia’s entry on the property, which opened on 28 October 2011 beside Aqueduct Racetrack with about 2,280 gaming terminals, records the live-table launch on the same date and says construction on a roughly $5 billion expansion, with a 350,000 sq ft casino, about 1,600 more hotel rooms and a 7,000-seat arena, began in July 2026.
Empire City Casino at Yonkers Raceway, operated by MGM Resorts since its 2019 purchase from the Rooney family, remains a video lottery facility: Wikipedia lists slot machines plus blackjack, craps, roulette and baccarat tables but notes “the games are fully automated”. MGM applied for a full licence on 26 June 2025 and withdrew the application on 14 October 2025, so Yonkers stays electronic for now.
One practical consequence of the April 2026 opening: the AP noted that before it, four full casinos, all upstate, offered table games while the state ran nine gambling halls without live tables. Blackjack rules at the new Resorts World floor are not published on the pages we checked, so ask at the table about the payout, soft-17 rule, doubling and surrender before you sit.
The downstate licence process, dated
| Date | Step | Source |
|---|---|---|
| 2013 | Constitutional amendment allowing up to seven commercial casinos; downstate licences deferred | Politics NY, 15 December 2025 |
| 1 December 2025 | Gaming Facility Location Board recommends three projects | Wikipedia, Resorts World NYC |
| 15 December 2025 | New York State Gaming Commission approves all three licences | Politics NY; CDC Gaming |
| 28 April 2026 | Resorts World opens live table games | AP via WTOP |
| July 2026 | Construction begins on the Resorts World expansion | Wikipedia |
The three licensees and their terms, per CDC Gaming’s 15 December 2025 report: Metropolitan Park, the Hard Rock project beside Citi Field in Queens, 20 years, awarded on its total financial commitment; Resorts World, 15 years; and Bally’s at Ferry Point in the Bronx, 15 years. The AP described Metropolitan Park as an $8.1 billion complex and Bally’s as roughly $4 billion, both “years away from completion”. Trade reporting on licence fees and expected opening years varies between outlets, so we do not repeat a figure here.
Upstate: the full casinos
Resorts World Catskills in Monticello, Sullivan County, opened on 8 February 2018 and is owned and operated by Empire Resorts under a name licensed from Genting. Wikipedia lists about 65,000 sq ft of gaming space with 112 table games and more than 2,150 slot machines and an 18-storey hotel of 332 suites. The AP counts four full casinos upstate in total. Rule sheets are not published on the pages we checked; the questions in choosing a table apply.
Atlantic City: the nearest big table-game market
Atlantic City remains the largest table-game destination within a short drive or bus ride of the city, and its blackjack is governed by a public regulation, New Jersey Administrative Code 13:69F-2, published by the Division of Gaming Enforcement. The regulation does not fix a single rule set; it defines the options each casino may choose.
| Rule | What N.J.A.C. 13:69F-2 says |
|---|---|
| Decks | At least one; minimum deck counts rise with certain side bets (e.g. six or eight for match-the-dealer). Eight-deck shoes are a convention, not a requirement |
| Dealer | Either draws to any 17 (stands on soft 17) or draws to hard 17 or soft 18 (hits soft 17), at the casino’s election |
| 6:5 tables | Dealer must hit soft 17; surrender not available |
| Surrender | At each casino’s discretion; declared after the first two cards, before any other action; if the dealer shows an ace or ten the hand waits for the dealer’s second card (late surrender) |
| Doubling | One card only; split aces get one card each |
| Natural | 3:2, or 6:5 on tables designated as the 6:5 variation |
Two dated observations fill in practice. A Casinos.com report updated 31 July 2026 says Harrah’s Resort Atlantic City began offering late surrender at many of its blackjack tables and values the rule at about 0.08% against an eight-deck, stand-on-soft-17 baseline. The Las Vegas Advisor, answering a reader on 31 May 2026, relayed an informal survey that found only a few $10 Atlantic City tables at 3:2 with the rest at 6:5. So the honest summary is: 3:2, S17 and surrender exist in Atlantic City, but increasingly above the lowest minimums. Use the Wizard of Odds figures to price what you find: hitting soft 17 costs about 0.22%, late surrender returns about 0.08%, and 6:5 costs about 1.39%. More in 6:5 vs 3:2.
Age and entry
CDC Gaming reported on 2 February 2025 that New York’s video lottery racinos admit 18-year-olds while the state’s commercial casinos set the minimum at 21, and that Senator Joseph Addabbo reintroduced Senate Bill 2610 to raise the VLT age to 21. Whether the April 2026 live tables at Resorts World follow the 21 rule is not stated in the sources we checked; assume 21 and carry government ID. Atlantic City casinos are widely reported as 21 and over; confirm with the operator.
Choosing where to play from the city
- Convenience: Resorts World NYC, beside Aqueduct in Queens near JFK, now has live blackjack. Minimums are not published; check the sign.
- Rules first: Atlantic City’s regulation guarantees nothing about 3:2 or surrender; read the felt and the limit sign.
- Upstate: Resorts World Catskills offers 112 tables in Sullivan County and suits a weekend rather than an evening.
- Electronic tables: Empire City’s automated games are a different product with their own pay tables; read the rules screen.
Real-money blackjack is for adults, the house keeps an edge at every one of these venues, and the rule sign at the table matters more than the name over the door.
